CAPSA History
CAPSA is a nonprofit domestic violence, sexual abuse and rape recovery center supporting Cache and Rich Counties. CAPSA’s mission is to provide safe, caring and confidential shelter, advocacy, and support for victims of domestic violence and sexual assault, and to reduce incidents of abuse through education.
Each year, CAPSA supports more than 1,500 women, men and children escaping abuse and starting new lives. A core service is their emergency shelter, which is critical in reducing danger and diverting homelessness; however, to successfully prevent homelessness, it requires helping individuals and families find safe and stable homes.
For more than 20 years, Dell Loy Hansen, Wasatch Companies and The Dell Loy Hansen Family Foundation have partnered with CAPSA and have helped fund and build each phase of their housing program.

Independence Place
Independence Place, completed in 2016, is the first of its kind in Utah. This neighborhood is for survivors of domestic violence and features nine beautiful single-family homes, a community park and shared gardens. Dell Loy raised the final $600,000 and Wasatch Group built the final seven homes.
Hansen Fourplex
The Dell Loy Hansen Family Foundation purchased a fourplex in Logan for CAPSA’s exclusive use. The renovation and construction was paid for and completed by Wasatch Group. Learn More
Independence Way
Independence Way is CAPSA’s second neighborhood for survivors of domestic violence and includes an existing triplex and five single-family homes. The Dell Loy Hansen Family Foundation secured the final $700,000 needed to complete this project and it opened in 2021.
CAPSA – Fourplex
The Dell Loy Hansen Family Foundation purchased a fourplex for CAPSA’s transitional housing program in early 2020. The property was in need of major repairs, so Dell Loy encouraged the RSL Foundation to donate the funds to completely renovate these homes. They were scheduled to be completed in late April.
Due to the COVID-19 crisis, CAPSA needed more emergency shelter space to accommodate the social distancing precautions and increased demand for shelter. In response to the crisis concerns, Dell Loy worked with the contractors on this project to finalize and open these units almost a month early.
During this crisis, CAPSA utilized these units for a combination of emergency shelter and transitional housing.
